That situation could occur from the 1st of February, with the entry into force of a new Protocol to Episodes of High Pollution by NOT2 2016 that raises the possibility, even, of restrict 100% of the traffic in the streets of madrid. Luckily for drivers, and for the health of the people of madrid, this protocol is intended to avoid a scenario as doomsday, which undoubtedly would generate great problems for those of us who live in the Spanish capital. And what conditions have to occur to get us to this point?
The executive of madrid has approved a new text, a new Protocol of measures to be taken during Episodes of High Pollution by nitrogen dioxide (NO2), which precisely focuses on attempting to tackle the problems with greater advance, in order to avoid that restrictions are tough. This protocol shall enter into force on the 1 of February 2016, in replacement of the protocol previously approved by the previous executive, which entered into force in march 2015.
If, until now, were required in two consecutive days of notice, or a day with level of notice, to start taking action, now it is sufficient with one day of exceedance of the level of advance notice for the start of the restrictions. It has also tightened the definition of the level of pre-warning. It is sufficient that two stations in any one area exceeding 180 micrograms/m3 during two hours in a row to start the restrictions.
Restrictions: limit speed to 70 km/h on the M-30 and the accesses to the city, in both senses, within the M-40. It will promote the public transport.
After two days in a row-level pre-warning, or one day’s notice, that is to say, with two stations in any one area exceeding 200 µg/m3 NOT to2 for two consecutive hours, the restrictions will be greater.
Restrictions: restrictions on the Scenario 1 will be added to the prohibition of vehicles to non-residents park in the streets of the BE Service (Regulated Parking) throughout the city. Will be exempt from the restriction for people with reduced mobility, who enjoy the distinctive “zero emissions” and the essential services.
With two days notice, will begin the restrictions most controversial, related to parity enrolment.
Restrictions: the interior of the M-30 will only be accessible by 50% of the vehicles. On even-numbered days, will be prohibited the circulation of vehicles with license plates pairs. On odd-numbered days, the ban will apply to vehicles with registration odd. Will be exempt from the ban on motorcycles, tricycles and mopeds.
Will come into operation after three consecutive days of level of notice, or a day of alert level, that is to say, with three stations of the same zone exceeding 400 micrograms/m3 of NO2 over three consecutive hours.
Restrictions: restricting the traffic to 50% of the vehicles, license plates pairs, extend from the interior of the M-30 to own M-30. Also will restrict the movement of free taxis.
The exceptional situation, and most restrictive of all, it would happen in the case of fulfilment of the following conditions:
– has reached the stage 4
– the persistence of exceedances of the alert level or alert
– The weather forecast is unfavorable
– The measures implemented have not reduced the concentration of pollutants (which is obvious, if it has reached the maximum level of contamination provided for in the protocol)
By Decree, the Delegate of Environment and Mobility would declare the restriction of the circulation in the central core of Madrid, and the M-30, 100% of the vehicles.
